Abstract
The Indonesia Emas (Golden Indonesia) 2045 vision, which targets Indonesia’s transformation into a developed nation, tends in practice to prioritize material development (economy, technology) at the risk of sidelining the nation’s character building. This article argues that the arts of the archipelago (Nusantara) must be positioned as a strategic driver to bridge this gap. Employing a literature review method alongside the conceptual frameworks of Soft Power and the Creative Economy, this study proposes a Cultural Roadmap anchored in three fundamental pillars: the Revitalization of Arts-Based Education to cultivate human resources with strong character; the Downstreaming of the Creative Economy to establish authentic and competitive economic independence; and Global Cultural Diplomacy to project a positive national image on the international stage. The analysis concludes that these pillars must be implemented not as siloed programs, but as an integrated policy ecosystem wherein creative human capital serves as the fuel for economic innovation, and the resulting creative products function as effective ammunition for diplomacy. Integrating this ecosystem into the core of national planning is a prerequisite for realizing a Golden Indonesia 2045 that is not only materially wealthy but also civilized and noble.
