The governorate connects two continents Asia and Africa; that’s why it possesses unique geographical location making it a tourist attraction. In this respect, this study aims to analyze the reality of tourism development in the governorate. Also, it employs strategic analysis tools to propose mechanisms and strategies to develop and improve the performance of the tourism sector. Such analysis relies mainly on an integrated methodology that starts with the inductive approach to review previous studies and concepts related to tourism development. Then, the analytical method studies global experiences in the same field. Finally, the practical approach uses strategic analysis tools, where the results of the analysis show the strategic location of the governorate, the area of growth and construction. As a result, a set of development strategies has been proposed, such as: developing infrastructure and services supporting tourism, diversifying tourism patterns, and using modern technology in marketing and management. Also, enhancing community participation, improving human resource capacities, and supporting small and medium enterprises are considered.
