Abstract
The article substantiates the relevance of developing an integrated system of indicators for measuring the digitalization of the national economy under the conditions in which digital transformation has become a key driver of competitiveness, innovation capacity, economic resilience, and the effectiveness of public regulation. The purpose of the study is to develop a methodology for forming a system of indicators for measuring the digitalization of the national economy and to justify an algorithm for its evaluation. The research applies theoretical generalization and systematization to synthesize scientific and international approaches to measuring digitalization; structural and functional analysis to identify the substantive blocks of the indicator system and define their functional roles; grouping to distinguish core, supporting, and contextual indicators; logical modeling to construct the sequence of evaluation stages; and integral assessment to calculate block sub-indices and the overall evaluation of national economy digitalization. The study proceeds from the assumption that digitalization should not be interpreted as a narrow technological phenomenon limited to connectivity, infrastructure, or isolated digital services. Instead, it is treated as a multidimensional transformation affecting infrastructure and access, digital skills and human capital, the use and adoption of digital technologies, digital public services, digital economic outcomes, cybersecurity and trust, data governance, innovation and research activity, as well as the regulatory environment. As a result, the author proposes a structured methodological approach to building a national indicator system that includes nine interrelated blocks and is designed to combine analytical completeness with practical applicability. The paper identifies the main principles of system formation, formulates criteria for selecting indicators, and substantiates their division into core, supporting, and contextual groups. A step-by-step evaluation algorithm is developed, including the formation of a general pool of indicators, primary selection and cleaning, structural grouping, normalization, construction of block sub-indices, integral assessment, and interpretation of the results. The proposed model is based on the combination of a scoreboard approach and a composite index, where the scoreboard preserves the internal architecture of digitalization and the composite index performs summarizing and communication functions. The practical value of the study lies in the possibility of using the proposed system as an analytical basis for diagnosing structural imbalances in digitalization, monitoring the dynamics of digital change, identifying policy priorities, and improving regulatory decision-making in the field of digital development.
