Abstract
This study addresses the gap in structured selection methods for construction program managers, a role often chosen using informal criteria suited for project managers rather than the unique strategic and integrative demands of program management. With complex construction programs requiring alignment with organizational strategy, cross-project coordination, and stakeholder leadership, the research develops systematic decision support model tailored to the construction industry. Using the analytic hierarchy process (AHP), twenty key competencies, grouped into leadership, process and project management, program performance, and business/market fundamentals were identified through expert surveys. A five-stage framework was designed to guide strategic alignment, candidate screening, evaluation, and sensitivity analysis. Findings highlight leadership, effective communication, project management fundamentals, strategic alignment, motivational ability, and political acumen as the most critical competencies. The model’s application was validated through a case study on an international airport expansion project in Dubai, which underscored the importance of leadership and strategic thinking. This research offers a transparent, adaptable, and competency-based selection tool that aligns hiring decisions with strategic objectives, enhancing consistency and improving program delivery outcomes in complex construction environments. By elevating structured, criteria-driven selection practices, it advances the effectiveness of program manager appointments in the industry.
