Bridging Gender Digital Divide in Education and Employment

Women experienced unfair discrimination based on gender throughout. Human rights instruments of the 20th century helped mitigate their exclusion and marginalization. This was explicit in high-income countries. The evolution of digital technologies has increased women's potential in the developed world. Their social skills made them suitable choices for the increased digital employment opportunities. However, women continued to face discrimination and human rights challenges in developing countries. Although millions are reaping the benefits of digitalization, women from low-income countries face inadequate access to digital technologies. It undermines their opportunities for digital education, digital employment, economic sustainability, and security. This necessitates an adequate multidimensional international policy framework with national-level implementation options. From this perspective, this chapter examines the potential of the human security paradigm to address the gender digital divide of developing countries, as it is a pro-poor, pro-development, and pro-women approach.
