Abstract
The subject of industrial development subsidies by states or local communities has recently received considerable academic discussion. This research suggests that unless the subsidy raises the rate of return on investment in the export sector of the region the desired objective of growth. Also, the research points out some industries which must be attracted by industrial development subsidies in order for growth to be attained. Several proposals are made to improve the subsidy device as a short-run technique to stimulate regional growth.
