Abstract
Improving the quality of public services in the education sector is closely related to the capacity of human resources within public organizations. Sub-district education coordination units play a strategic role in supervising, coordinating, and facilitating educational services, yet their performance is often constrained by disparities in educational background, limited access to training, weak mentoring systems, and issues of work discipline. This study aims to analyze human resource capacity development and its contribution to improving the quality of public services at the Regional Education Coordinator (Korwil) of Cepu District, Blora Regency. A qualitative descriptive approach was employed, with data collected through in-depth interviews, direct observation, and document analysis. Informants were selected purposively and consisted of supervisory assistants, administrative staff, teachers, and education personnel who interact directly with the Korwil, totaling ten informants. Data analysis followed an interactive model involving data condensation, data display, and conclusion drawing, supported by methodological triangulation. The findings indicate that human resource capacity development has been implemented through formal and informal education, job training, promotion and job rotation, mental development, work discipline, and performance evaluation. However, these efforts remain uneven, particularly between supervisors and administrative staff, due to constraints related to educational qualifications, training opportunities, employee motivation, age factors, and welfare conditions. The study concludes that strengthening human resource capacity through inclusive training policies, structured mentoring systems, continuous performance evaluation, and improved employee welfare is essential to achieving sustainable improvements in the quality of public services in the education sector.
