Abstract
The Desa Cantik or Cinta Statistik Program was initiated to strengthen village-level statistical capacity and support evidence-based development planning in Indonesia. However, variations in implementation across villages indicate the need for a deeper analysis of how the program is carried out at the local level. This study aims to analyze the implementation of the Desa Cantik Program in Bojonegoro Regency by examining factors that influence its effectiveness. The research employed a descriptive qualitative approach and was conducted in Sumberrejo Village, Balen Village, and Dander Village, which were purposively selected as program implementers with differing capacities in data management. Data were collected through in-depth interviews, observation, and document analysis, and analyzed using the interactive model proposed by Miles et al. The analysis was guided by Edward III policy implementation framework, which includes communication, resources, implementer disposition, and bureaucratic structure. The findings indicate that the program has been generally well implemented, supported by clear communication mechanisms, committed implementers, adequate institutional structures, and structured coordination among stakeholders. Nevertheless, challenges remain related to human resource capacity, consistency of inter-institutional coordination, data quality assurance, and the utilization of evaluation results. Overall, the Desa Cantik Program has contributed positively to improving village data governance in Bojonegoro Regency, although further strengthening is required to ensure sustainability and maximize its impact on development planning.
