Abstract
The Democratic Republic of Congo (DRC) is one of Africa's most linguistically diverse states, and its eastern provinces are characterized by dense contact among local languages, Kiswahili, French and English. This article examines how English is being incorporated into that multilingual ecology, the domains in which its value is expanding, the educational constraints that limit functional competence, and the policy implications of regional integration. Methodologically, the study is a structured qualitative documentary review rather than a systematic review: it synthesizes peer-reviewed research, language-in-education scholarship, studies from eastern DRC, and official institutional sources, while distinguishing context-specific evidence from broader interpretive claims. The analysis combines domain-based language choice, linguis-tic capital, language-in-education policy, and additive multilingualism. The synthesis indicates that Kiswahili remains central to interethnic and regional communication, French retains the strongest formal institutional role, and local languages remain indispensable to identity, trust and community participation. English is not displacing these languages; instead, it is gaining strategic value in higher education, research, cross-border professional networks, humanitarian work, digital communication and selected labour-market domains. The DRC's accession to the East African Community in 2022 further increases the practical value of repertoires that combine English, Kiswahili and French. The principal educational problem is therefore not the mere presence of English in the curriculum, but insufficient opportunities for sustained speaking, listen-ing, interaction, pronunciation work and context-relevant practice. The article advances a model of layered functional multilingualism and argues for additive language policy: English should expand learners' communicative repertoires without devaluing French, Kiswahili or local languages. It concludes with pedagogical priorities, a phased policy roadmap and testable propositions for future empirical research.
