Abstract
The study has considered a vital and a new topic in the field of classical payment methods in banking activity, which is the certified cheques and internal transfersand their effective role on the banking and commercial aspects in the presence of liquidity crisis from which the Libyan commercial banks suffer. Despite the success of such means as an alternative payment method instead of cash payment, people have been suffering from the cost of such means via their resulting effects when dealing with the traders in the market. This has motivated the two researchers to conduct this study to address the following question: What is the effect of use of certified checks and internal transfers on the effectiveness of commercial dealings from the viewpoint of the Libyan citizen?.
The study aimed to identify the effects of using certified checks and internal transfers on the effectiveness of commercial transactions. The researchers employed a case study approach and developed a questionnaire based on prior studies. The study population consisted of users of certified checks and internal transfers issued by commercial banks in the city of Al-Khums during 2019. The Statistical Package for the Social Sciences (SPSS) software was used to test the study's hypothesis, which stated: "There is no statistically significant relationship or impact regarding the use of certified checks and internal transfers on the effectiveness of commercial transactions." The study yielded several results, including an increase in the prices of goods and services when purchased using certified checks or internal transfers. Finally, the study proposed a set of recommendations intended to enhance the commercial performance of commercial banks.
