Abstract
This research examines the personality of Yahya ibn HUrayrah al shaybani before he assumed the ministry including his life and upbringing His methods of asquiring knowledge, how he timed his ministerial post, and the political circumstances the Caliphate was going through the Abbasid Caliphate during that period and the adherence of both Caliph al-Muqtafi li-AmrAllah and Caliph al- mustanjid Billah Minister Yahya bin Hubayra and his role in the administrative, bolitical, and scientific reforms during his reign, Her major role was in forming a strong team as a starting point for the struggle to regain their rights, their religious and temporal ones, after losing it for several centuries and its impact on the independence of the Abbasid Caliphate Regarding the control over the Seljuks and the cunning and shrewdness that characterized the minister lbn Hubayra in managing affairs the caliphate, power, and composure that the Abbasid caliphate lost in its ministers a long time ago in addition to that, sound judgment, a love for doing good, compassion for the poor, and kindness instead of harm, they strike down dissenters and corrupt individuais, imprisoning them and leading armies everything the personality of Minister Yahya bin Hubayra was such that it served as a precious gem in the crown of the ministry
