Abstract
Digital transformation has become one of the defining priorities of
contemporary organisations. Across the public sector, significant
investment continues to be directed towards replacing legacy systems,
modernising services and improving organisational effectiveness.
Despite advances in technology, delivery methods and organisational
capabilities, many transformation programmes continue to encounter
the same recurring challenges: fragmentation, misalignment and a
lack of coherence across increasingly complex service environments.
